of the China Association's letter of the 23rd November, 1915, and of Sir H. May's despatch of the 9th February, 1916, subject to the proposed substitution in paragraph 5.

I am, however, to add that the Report by Mr. T. M.

Ainscough, to which the China Association refers, is not a

published document, and has only been communicated confidentially

to the China Association and other bodies and firma interested

in the China trade.
